Ontario Reopens Regional Immigration Pathway for Six Communities: What Applicants Need to Know

Ontario has renewed its Regional Economic Development through Immigration (REDI) initiative through the end of 2027, creating another opportunity for eligible skilled workers who want to live and work in participating communities outside the Greater Toronto Area. For foreign nationals exploring Canadian permanent residence, the initiative is worth understanding, but it is not a separate immigration application or a guarantee of nomination.

Ontario confirmed the renewed initiative in its October 2026 Ontario Immigrant Nominee Program (OINP) updates. The programme is intended to help participating communities address labour shortages and attract newcomers who can contribute to their local economies.

What Is Ontario’s REDI Initiative?

The Regional Economic Development through Immigration initiative operates within the Ontario Immigrant Nominee Program. It allocates provincial nomination spaces to selected communities that need skilled workers and have the capacity to support newcomers through employer engagement and settlement services.

The renewed initiative will run until 31 December 2027.

Unlike an immigration programme that opens a separate application portal, REDI works through Ontario’s existing immigration processes. Candidates must meet the eligibility requirements of the applicable OINP pathway. Simply expressing an interest in living in one of the participating regions does not make someone eligible.

The Six Participating Regions

Ontario has identified the following areas for the renewed initiative:

Participating regionWhat applicants should consider
Greater SudburyResearch local employers and occupations that match your experience.
Kenora DistrictCheck for suitable employment opportunities and the relevant immigration requirements.
Nipissing DistrictLook beyond major-city job markets when researching employers.
Rainy River DistrictInvestigate whether your occupation matches local workforce needs.
Renfrew CountyResearch employment options and the requirements of the applicable OINP pathway.
Thunder BayExplore employers and industries that may need your skills.

These regions are outside the Greater Toronto Area, where many newcomers initially focus their job searches. However, their inclusion does not mean that every occupation is in demand in every community.

Applicants should research actual employment opportunities and the relevant programme criteria before making relocation plans.

Does REDI Allow Nigerians to Apply Directly for Permanent Residence?

Not through a separate REDI application. The initiative operates within the OINP, so candidates must qualify through the applicable provincial immigration process.

For Nigerians applying from outside Canada, the important question is whether they meet the requirements of an available OINP pathway and can satisfy any applicable employment, education, work experience, language or other criteria.

Depending on the pathway, a qualifying job offer and employer participation may be necessary. Candidates should not assume that they can secure permanent residence simply by applying to REDI or selecting one of the six regions.

The renewed initiative is therefore best viewed as a regional immigration opportunity within Ontario’s broader nominee programme, rather than an independent visa category.

What Should Applicants Do Now?

1. Identify the right OINP pathway

Review the current OINP requirements and determine which pathway, if any, matches your qualifications and circumstances. Do not rely on older articles describing previous programme structures without checking for updates.

2. Research employers in the participating regions

Search for genuine vacancies that match your skills, qualifications and work history. Consider whether employers are willing and able to recruit foreign workers and meet any applicable programme requirements.

A job advertisement alone does not establish that an employer can support a provincial nomination.

3. Prepare your documents

Depending on the pathway, relevant documents may include educational credentials, employment reference letters, language test results and evidence of work experience. Candidates should also check whether an educational credential assessment or other supporting evidence is required.

4. Assess the practical cost of relocating

Smaller communities may offer alternatives to Canada’s largest cities, but applicants should still research housing, transport, employment prospects and access to services. Do not relocate or pay a recruiter based only on the announcement of a regional immigration initiative.

5. Verify the latest programme instructions

Provincial nomination policies, eligibility rules and invitation practices can change. Review Ontario’s official programme information before submitting an expression of interest, accepting an offer or paying for immigration assistance.

Is REDI Worth Considering?

REDI may be worth exploring for skilled workers who are flexible about where they live in Ontario and whose experience matches genuine local employment needs.

For applicants focused exclusively on Toronto, the initiative may be less relevant. Those willing to consider Sudbury, Thunder Bay and the other participating regions may have additional locations to investigate, but eligibility and selection remain decisive.

The key distinction is that a participating region is not an automatic route to permanent residence. Candidates still need to meet the requirements of the applicable immigration pathway and follow Ontario’s selection process.

Final Thoughts

Ontario’s renewed REDI initiative provides another reason for prospective immigrants to look beyond Canada’s largest cities. Running through the end of 2027, it aims to connect regional labour needs with eligible newcomers through the provincial nominee system.

For Nigerian and other international applicants, the sensible next step is to identify a suitable OINP pathway, research real employment opportunities and verify the current requirements before committing money or making relocation decisions.
