IRCC Freezes PGWP-Eligible Fields of Study List for 2026: Providing Stability for International Students

In a welcome move for international students and educational institutions, Immigration, Refugees and Citizenship Canada (IRCC) has officially frozen the list of Post-Graduation Work Permit (PGWP)-eligible fields of study for the entire year of 2026. Announced via an update to the official IRCC website on January 15, 2026, this decision means no new fields will be added and no existing ones will be removed throughout the year.

The freeze brings much-needed predictability amid ongoing adjustments to Canada’s international education and immigration framework under the 2026–2028 Immigration Levels Plan.

Background on PGWP Field-of-Study Requirements

Introduced in late 2024, the field-of-study requirement applies to most non-degree programs (e.g., diplomas, certificates, and certain college-level programs) for students who applied for their study permit on or after November 1, 2024. Graduates from bachelor’s, master’s, or doctoral degree programs remain exempt from this rule and are generally eligible for a PGWP regardless of field.

The requirement links PGWP eligibility to programs aligned with long-term labor shortages in Canada. Eligible fields are identified using Classification of Instructional Programs (CIP) codes and fall into priority categories such as:

  • Healthcare and social services
  • Education
  • Science, Technology, Engineering, and Mathematics (STEM)
  • Trades
  • Transport
  • Agriculture and agri-food

In 2025, IRCC made several updates to this list: adding 119 new fields in key shortage areas while initially removing 178 others. A partial pause in July 2025 halted further removals, and the list stabilized by the end of the year.

What the 2026 Freeze Means

  • No changes to the list: The current set of eligible CIP codes (as of January 1, 2026) will remain in effect through December 31, 2026.
  • Stability for planning: International students, prospective applicants, Designated Learning Institutions (DLIs), and immigration consultants can now rely on a fixed list when choosing programs or advising on PGWP pathways.
  • Continued alignment with labor needs: The freeze allows IRCC time to assess enrollment trends, labor market outcomes, and the overall effectiveness of the restrictions before considering future revisions.
  • No impact on degree graduates: Bachelor’s, master’s, and PhD holders continue to qualify for PGWPs without field-of-study restrictions (subject to other eligibility rules like language proficiency and program length).

This decision follows broader 2026 changes, including reduced study permit caps (projecting ~155,000 new arrivals), exemptions for master’s and PhD students at public DLIs, and a focus on transitioning temporary residents to permanent status through pathways like the Canadian Experience Class.

Implications for International Students

  • Positive for current and incoming students: Those already enrolled in eligible programs or planning to start in 2026 benefit from certainty—no sudden loss of PGWP eligibility mid-program.
  • Caution still required: Applicants must verify their program’s CIP code against the current IRCC list before applying for a study permit or PGWP. Choosing a non-eligible program (for non-degree levels) could disqualify you from a PGWP.
  • Pathway to permanent residency: PGWP experience remains a key stepping stone to PR via Express Entry (especially CEC), Provincial Nominee Programs, or in-Canada transitions.
