Canada Is Rebuilding Its Express Entry System: What Applicants Need to Know

Canada is preparing to rebuild the digital infrastructure behind its Express Entry immigration system.

Immigration, Refugees and Citizenship Canada (IRCC) says it is developing a new digital platform that will eventually replace parts of its aging immigration technology, with Express Entry among the first permanent-residence programs targeted for modernization.

The change could eventually affect how candidates create profiles, communicate with IRCC and manage their permanent-residence applications.

But there is an important distinction.

Canada is modernizing the technology behind Express Entry. It has not announced that it is replacing the Express Entry immigration system itself.

What is Canada changing?

IRCC is carrying out a broader Digital Platform Modernization initiative.

The department says its current technology includes aging systems that have become difficult to maintain and are increasingly unable to meet the needs of Canada’s modern immigration system.

One of the main systems being replaced is the Global Case Management System (GCMS), which has been used by IRCC for more than 20 years.

The modernization project has two major sides.

The first is the system applicants interact with.

The second is the technology immigration officers use to process applications behind the scenes.

IRCC says the eventual goal is a more integrated digital experience, with a single online window through which clients can access its programs and services.

Express Entry is one of the first priorities

Express Entry is not being left until the end of the modernization project.

In its September 2026 transition documents, IRCC says Express Entry clients are the next group targeted for its new online account.

The department also says the first release of its new case-management platform will have an early focus on Express Entry.

That release is expected to include a new Expression of Interest system to manage Express Entry applications.

This is significant because Express Entry is one of Canada’s largest economic immigration systems.

The system manages candidates for the:

  • Canadian Experience Class
  • Federal Skilled Worker Program
  • Federal Skilled Trades Program
  • Provincial Nominee Program through Express Entry

IRCC’s previous modernization documentation also identified Express Entry as an early business line for the new case-management platform.

Is Canada changing how Express Entry works?

Not based on the modernization announcement.

This is perhaps the most important point for applicants.

The new digital system does not, by itself, change:

  • CRS points
  • Express Entry eligibility
  • The three federal Express Entry programs
  • Category-based selection
  • The number of invitations issued in a draw
  • CRS cutoffs
  • The requirement to receive an Invitation to Apply before submitting an Express Entry permanent-residence application

The current Express Entry process remains in place.

Candidates create an Express Entry profile, enter the pool if eligible and are ranked using the Comprehensive Ranking System. An applicant can only submit a permanent-residence application through Express Entry after receiving an Invitation to Apply.

Any future policy changes to categories, eligibility or CRS would have to come through the appropriate immigration-policy process. They should not be confused with the technology modernization project.

What does the new Expression of Interest system mean?

The terminology can be confusing because Express Entry already operates as an expression-of-interest system.

Candidates submit a profile to indicate their interest in immigrating to Canada.

IRCC then assesses eligible profiles and places candidates in the pool, where they can be ranked and selected through Express Entry draws.

When IRCC refers to a new Expression of Interest system, it is describing a new digital system that will manage Express Entry applications and related processes.

It does not mean Canada has suddenly created a completely new immigration pathway.

For applicants, the immediate effect is therefore likely to be technological rather than a new set of immigration rules.

What could applicants eventually notice?

The full system has not yet been rolled out, so IRCC has not published every practical detail.

However, the modernization program is designed to create a more unified online experience.

IRCC says the new client platform will eventually provide a single online window for accessing its services.

The department has already started rolling out the new online account to some groups.

Express Entry clients are identified as the next group targeted for access.

That could eventually mean fewer separate portals and a more centralized way for applicants to interact with IRCC.

But applicants should wait for official transition instructions before assuming exactly how their accounts, profiles or applications will be transferred.

What happens to the current Express Entry system?

For now, nothing requires applicants to change how they use Express Entry.

IRCC’s existing Express Entry system remains operational.

If you are eligible and want to enter the pool, you should continue following the current instructions.

If you already have an Express Entry profile, there is no announcement telling you to create another profile because of the modernization project.

Likewise, applicants who have already received an Invitation to Apply should continue following the instructions provided by IRCC.

The eventual transition will require specific instructions from the department.

Could the new system make immigration processing faster?

That is one of the objectives of the modernization project, although applicants should not assume that processing times will immediately fall once the new system begins operating.

IRCC says the modernization is intended to:

  • streamline processes
  • improve technical stability
  • reduce outages
  • improve access to data
  • support automation
  • improve the client experience
  • allow policy changes to be implemented more efficiently

The new case-management platform is also expected to include business-rules management, advanced analytics, reporting and inventory-management tools.

In practical terms, these tools are intended to help IRCC manage large numbers of applications more effectively.

However, the department has not promised that every application will be processed faster as a direct result of the new platform.

What about artificial intelligence?

AI is also part of IRCC’s modernization plans.

The department says its new digital platforms will use automation and integrated artificial intelligence to help transform processing.

That does not mean an AI system will simply decide who gets Canadian permanent residence.

IRCC describes advanced analytics and other tools as supporting officers in complex decision-making.

The immigration decision itself remains subject to Canada’s immigration laws, regulations and applicable decision-making processes.

Applicants should therefore be careful with social-media claims suggesting that Canada is handing Express Entry decisions entirely over to artificial intelligence.

That is not what IRCC’s modernization documents say.

When will the new Express Entry system launch?

This is one area where applicants should be cautious.

IRCC has not announced a specific launch date for the new Express Entry system.

The department says that over the coming year it will continue rolling out the new online account and work toward the first release of its new case-management platform, including the new Expression of Interest system for Express Entry.

That means applicants should not rely on unofficial claims giving a precise launch month unless IRCC confirms it.

Large government technology projects can also be introduced in stages rather than switching everything over on one day.

What should Express Entry applicants do now?

For applicants, the advice is straightforward.

Do not change your immigration strategy simply because of the technology announcement.

If you are preparing an Express Entry profile, continue working on the factors that determine your eligibility and ranking.

That includes:

  • language-test results
  • educational credentials
  • Educational Credential Assessments where required
  • skilled work experience
  • proof of funds where applicable
  • provincial nomination opportunities
  • French-language eligibility where applicable
  • keeping your personal information accurate

If you are already in the Express Entry pool, keep your profile updated when your circumstances change.

If you receive an Invitation to Apply, follow the instructions and deadlines attached to that invitation.

The new digital platform is something applicants should monitor, not something they need to act on immediately.

A new system does not mean a new CRS

This distinction will become increasingly important as discussion about the modernization project spreads online.

Canada is simultaneously reviewing and discussing future Express Entry priorities.

For example, IRCC has been consulting on the categories that could shape Express Entry selection in 2027.

Those policy discussions are separate from the technology modernization project.

The digital platform determines how the immigration system is delivered and processed.

Immigration policy determines who is eligible, how candidates are selected and how many people can be invited.

One should not automatically be interpreted as changing the other.

What this means for future applicants

For people planning to immigrate to Canada, the biggest change may eventually be the way they interact with IRCC rather than the basic purpose of Express Entry.

Canada wants applicants to have a more unified digital experience while giving immigration officers newer tools for processing applications.

If the project works as intended, future candidates could eventually spend less time navigating separate systems and have a more integrated way to manage their immigration applications.

But the transition will take time.

For now, the existing Express Entry system remains the system applicants should use.

The bottom line

Canada is rebuilding the digital infrastructure behind Express Entry, with IRCC identifying Express Entry as an early priority for its new case-management platform and online client account.

The department plans to introduce a new Expression of Interest system for managing Express Entry applications as part of this modernization.

However, there is currently no announcement that the project changes CRS scoring, Express Entry eligibility or the current draw system.

Applicants should therefore continue using the existing Express Entry process and wait for IRCC to publish specific transition instructions before making any changes to their accounts or profiles.

For anyone planning Canadian permanent residence, the important thing is to separate technology changes from immigration-policy changes.

The first is already underway.

The second continues to evolve independently.
