Recent Express Entry and PNP Draws (as of November 21, 2025)

Canada’s Express Entry and Provincial Nominee Program (PNP) draws have been active throughout November, reflecting the first full month under the new 2026-2028 Immigration Levels Plan. With PR targets stabilized at 380,000 annually and a strong focus on economic immigration (239,800 spots), draws remain highly category-focused, favouring in-Canada experience, French proficiency, and high-demand occupations.

At Worldbridge, we track every draw in real-time to help clients maximize their CRS scores and secure nominations. Here are the most recent draws (November 1 – November 21, 2025):

Express Entry Draws

  • November 19, 2025 – Provincial Nominee Program – 714 invitations – Lowest CRS 761 (Express Entry-linked)
  • November 12, 2025 – Canadian Experience Class (CEC) – 1,000 invitations – Lowest CRS 533 (In-Canada priority)
  • November 10, 2025 – French Language Proficiency – 1,200 invitations – Lowest CRS 428 (Lowest score this year)
  • November 6, 2025 – Healthcare & Social Services – 1,500 invitations – Lowest CRS 482 (New category-based)
  • November 5, 2025 – Provincial Nominee Program – 800 invitations – Lowest CRS 758 (Express Entry-linked)

Total ITAs in November so far: 5,214 Year-to-date 2025: ~98,500 (on track for ~120,000 by year-end)

Recent Provincial Nominee Program (PNP) Highlights

  • Ontario (OINP) – Human Capital Priorities – November 18, 2025 – 1,248 invitations – CRS 486–512 (tech occupations)
  • British Columbia (BC PNP) – Skilled Worker – November 15, 2025 – 212 invitations – Score 115+
  • Alberta (AAIP) – Express Entry Stream – November 13, 2025 – 78 invitations – CRS 305+ (healthcare focus)
  • Manitoba (MPNP) – Skilled Worker Overseas – November 14, 2025 – 126 invitations – Score 827
  • Saskatchewan (SINP) – Occupations In-Demand – November 12, 2025 – 103 invitations – EOI-based

Ontario and BC continue to lead in volume, while Alberta and Saskatchewan are aggressively targeting healthcare and trades amid quota top-ups.

Key Trends to Watch

No General/All-Program Draws in 2025 – all are category or PNP-linked. French Proficiency remains the easiest route (CRS as low as 428). In-Canada CEC draws are smaller but with higher cut-offs (530+). PNP nominations = +600 CRS points → almost guaranteed invitation.

What This Means for You

If your CRS is 450–510, target category-based draws (French, healthcare, trades). If you have provincial ties (work, study, job offer), PNP is often faster than waiting for federal Express Entry.
