Canada’s New TR to PR Pathway 2026: What Every Temporary Resident Needs to Know Right Now

If you are currently living and working in Canada on a temporary permit, one of the most direct routes to permanent residence in years has just opened up. Canada’s 2026 TR to PR Pathway allows up to 33,000 eligible temporary foreign workers to move from temporary status to full permanent residency — without leaving the country.

This is not speculation. The program was confirmed in Canada’s 2026–2028 Immigration Levels Plan, soft-launched in early March, and full application details are expected from IRCC this month. The last time Canada ran a similar program — in 2021 — it filled on the very first day.

What Is the TR to PR Pathway?

The Temporary Resident to Permanent Resident Pathway is a special immigration program run by Immigration, Refugees and Citizenship Canada (IRCC). It is designed specifically for people already inside Canada on valid temporary permits — meaning you apply from within Canada, and you do not have to go back home to do it.

Unlike Express Entry (the points-based system where you are ranked by a Comprehensive Ranking System score), this pathway targets workers who may not score high enough on points but have already proven themselves by working, paying taxes, and building their lives in Canada.

The government sees this as a practical solution to a growing problem: nearly 1.9 million temporary permits are expected to expire in Canada during 2026. Rather than watch experienced workers lose status and leave, Canada is offering selected workers a path to stay permanently.

Who Is This Program For?

While the full, official eligibility criteria have not yet been published as of today (they are expected this month), the government has been clear about the profile of the ideal candidate. Based on ministerial statements and the 2026–2028 Levels Plan, the program is aimed at:

  • Temporary foreign workers employed in in-demand sectors such as healthcare, skilled trades, agriculture, transportation, and care services
  • Workers with strong ties to their Canadian communities — meaning you have been here for some time, you have a lease, you pay taxes, and you are embedded in your workplace
  • Workers in rural and remote communities, who appear to receive additional priority weighting under this pathway
  • French-speaking workers in any eligible occupation

For Nigerians already working in Canada — whether in Ontario hospitals, Alberta construction sites, Saskatchewan farms, or British Columbia care homes — this pathway is directly relevant. Your existing Canadian work experience is now your most valuable immigration asset.

How to Prepare Before the Portal Opens

Since the official application portal has not launched yet, many applicants are tempted to wait. Do not. The 2021 version of this program filled within hours. The people who had their documents ready were the ones who made it through. Here is what you should be doing right now:

Check Your Work Permit Status

Make sure your permit is still valid. If it is expiring soon, apply to extend it immediately. Minister Lena Metlege Diab has been explicit: temporary residents must maintain legal status in Canada to remain eligible. A lapsed permit could remove you from contention entirely.

Gather Your Employment Documents

Start collecting your offer letters, pay stubs, T4 tax slips, and any Record of Employment (ROE) documents from your current and past Canadian employers. The more evidence you have of sustained, legitimate work in Canada, the stronger your application.

Sort Out Your Language Test

Language scores — whether from IELTS, CELPIP, or TEF Canada — expire after two years. If yours are older than that, book a new test now. A Canadian Language Benchmark (CLB) score is expected to be a hard requirement. Do not leave this to the last minute.

Identify Your NOC Code

Your National Occupational Classification (NOC) code is the government’s way of categorising your job. Knowing your NOC code confirms whether your occupation falls within an in-demand sector under this pathway. Your employer or a licensed immigration consultant can help you confirm it.

Gather Proof of Community Ties

This pathway weighs more than just employment. Collect documents that show you have genuinely built a life in Canada: a signed lease or mortgage documents, utility bills, bank account statements, community organisation memberships, or children’s school enrolment records.

Avoid This Common Mistake

Do not abandon your Express Entry or Provincial Nominee Program (PNP) application because of this pathway. Both can run at the same time. If you are eligible for Express Entry — especially through the Canadian Experience Class — keep that process going. The TR to PR Pathway is an additional opportunity, not a replacement. Smart applicants pursue multiple legitimate routes simultaneously.

The Bigger Picture: Canada’s 2026 Immigration Reset

This pathway is one piece of a much larger shift in how Canada manages immigration. Under the 2026–2028 Immigration Levels Plan, new temporary resident arrivals are dropping from 673,650 in 2025 to just 385,000 in 2026 — a 43% cut in a single year. International student admissions have already fallen by 60%. Settlement services for economic class immigrants are being restricted.

Canada is not closing its doors. It is refining who gets in and how. The focus is shifting toward people already here, already contributing, already integrated. If that describes you, the timing has never been better to make your move toward permanent residence.
