The announcement of Canada’s 2026 international study permit cap at 155,000 new permits (plus up to 253,000 extensions) has raised concerns among prospective students planning for the September 2026 intake. Released by Immigration, Refugees and Citizenship Canada (IRCC) on November 25, 2025, this cap represents a significant reduction aimed at aligning student numbers with housing availability, institutional capacity, and labor market needs part of the broader goal to reduce temporary residents to under 5% of the population by 2027.

Breaking Down the Cap: Not All Students Are Affected Equally

The 155,000 limit applies primarily to new undergraduate and college-level study permits requiring a Provincial or Territorial Attestation Letter (PAL/TAL). IRCC anticipates processing around 309,670 applications to account for expected refusals, meaning the system is built for a ~50% refusal rate overall.

Key exemptions significantly ease competition:

  • Master’s and Doctoral Programs at Public Universities: Fully exempt from the cap and PAL/TAL requirements as of January 1, 2026 ideal for advanced applicants with strong academic profiles.
  • Extensions: 253,000 spots reserved for current students, protecting those already in Canada.
  • Other Groups: K-12, certain scholarship holders, and vulnerable students (e.g., refugees) are also exempt.

Provincial allocations favor larger regions but leave openings in less competitive areas:

  • Ontario (~81,000), Quebec (~32,000), and British Columbia (~18,000) absorb the bulk but are highly contested.
  • Smaller provinces like Manitoba, Saskatchewan, and Atlantic Canada offer higher acceptance rates (often 45-60%) due to lower demand and proactive recruitment.

For September 2026 the largest intake DLIs will distribute PALs/TALs based on these quotas, with early applicants (December 2025–March 2026 deadlines) securing priority.

Realistic Approval Chances: Strategy Makes the Difference

Historical data shows genuine, well-prepared applicants succeed even under caps:

  • Strong Profiles: 70-90% approval for master’s/PhD at public DLIs or undergrads in under-allocated provinces.
  • Average Profiles: 40-50% in high-volume areas like Toronto/Vancouver if documents are complete and ties to home country are clear.
  • Risk Factors: Weak financial proof (below CAD 20,635 living costs + tuition), poor Genuine Student (GS) evidence, or saturated programs can push refusals to 60%+.
